Brazil in trade pact with China, sees aviation gains

RIO DE JANEIRO (Reuters) - Brazil and China on Thursday signed a handful of trade agreements aimed at boosting investment and trade flows for the coming decade, at a time when economic growth in both emerging market powerhouses is losing momentum abruptly.

China, the world's second largest economy, is Brazil's biggest export market, and Brazil officials hailed the accord as critical to the South American country's growth.

Under the agreements signed by Brazilian President Dilma Rousseff and Chinese Premier Wen Jiabao, relations between the nations will rise to the status of a "global strategic partnership," highlighting their growing influence in the global economy.

Rousseff and Jiabao, who is in Brazil to attend the U.N. Rio+20 sustainable development summit, also agreed upon a common agenda of investments in the mining, industrial, aviation and infrastructure sectors that should encourage commerce flows between the two nations.

Speaking at the summit in Rio de Janeiro, Brazilian Finance Minister Guido Mantega said the accords should provide a boost to manufacturing and sales by Brazilian airplane maker Embraer in China. Embraer , the world's largest maker of regional planes, for years was barred from producing jets in China, the world's fastest-growing market for commercial and executive aviation.

"The relation with China is greatly relevant for us because it is our most important trading partner," Mantega said. "In spite of a potential slowdown, China will keep being the place where to do business, a dynamic economy."

The accords follow recent trade tensions between the two countries. Since Rousseff took office early in 2011, Brazilian officials have complained of barriers facing its manufactured exports in China. They have also blamed the Chinese with flooding Brazilian markets with cheap imports that hurt local factories.

In one of the most heated commercial disputes, China closed its ports to the so-called Valemaxes, massive dry hulk carriers that Brazilian iron-ore miner Vale planned to use to cut shipping costs to the Asian nation.

China has complained that Brazil raised taxes on Chinese-made cars to protect a local car assembly industry dominated by U.S., European and Japanese automakers. Chinese officials said Brazil is also erecting barriers on products ranging from shoes to toys and men's suits.

The deals come as Rousseff, a results-oriented pragmatist, is pressing China to buy more products from Brazilian manufacturers as part of a broader push aimed at reducing the South American nation's dependence on sales of raw materials such as iron ore, oil and soybeans.

MORE GLOBAL CLOUT

Both countries, which are members of the BRICS group that also include Russia, India and South Africa, are racing to bolster their economies that have slowed sharply in part due to Europe's debt crisis.

Facing dwindling liquidity abroad, both countries signed a deal on Thursday to set up local currency swaps of up to 60 billion reais ($29.46 billion).

"As international credit remains scarce we will have enough credit for our transactions," Mantega said.

The swap is a deal between two countries to give out loans in their local currencies.

Mantega said the move was part of an effort by emerging-market economies to shield their economies from the crisis now engulfing rich nations. He said the BRICS are demanding more influence in multilateral institutions like the International Monetary Fund to reflect their growing clout in the global economy.

A commodity-hungry China overtook the United States as Brazil's single largest trading partner in 2009, however, falling raw materials prices are starting to hurt trade flows, recent government data showed.

Brazilian policymakers said they want to tap China's growing local market by boosting manufactured goods exports and creating joint ventures in the Asian giant.

Mantega said Chinese companies are very interested in investing in the South American nation's vast oil and gas sectors. Brazil's state-run oil company Petrobras and other oil majors are racing to develop some of the world's biggest oil reserves off the South American nation's coast.

GREEN LIGHT FOR EMBRAER

In April last year, the Chinese government allowed Embraer to start assembling executive jets in China, giving the company a lifeline in a massive market where its future was in doubt.

For years Embraer tried to produce regional aircraft in China. That approval never came, in part because China is developing a rival regional plane, prompting Embraer to focus on China's business jet market instead.

Embraer's China joint venture, Harbin Aircraft Ltd, would deliver its first plane in late 2013, Embraer said in a statement that reiterated a deal to make Legacy 600/650 jets in China. The agreement is seen as key for Embraer to cut down on the cost and inconvenience of selling planes that require import licenses.

The planemaker's Chinese venture also inked a contract with ICBC Financial Leasing Co. to sell 10 Legacy 650 jets, Embraer said in statement. Five are firm orders and five are optional, with delivery planned for the end of 2013. ($1 = 2.0364 Brazilian reais)

Every single person - whether ordinary citizen to business owner and professional negotiates. Whether it's a product, service, idea or message - everyone wants someone else to believe.

Picture this -

You're all prepared and ready to negotiate with a potential client or current client. Your material is succinct, to the point and hard hitting with emotional appeal as well as a dizzying array of stats and facts.

When you arrive at your destination to make your presentation, you're immediately ushered into a room where a committee of twelve (12) people are waiting.

Unnerved - you know your material as well as having spoken to the CEO and the Chair just the other day - to verify that the issues and problems this company faces are real and they want them solved now.

You introduce yourself and launch into your presentation. You see all heads nodding - so far so good you
think. Halfway through your presentation, an elderly gentleman asks, "Why should we bother paying you to do something that we can find cheaply on the Internet?"

You meet the the questioner with a level gaze and answer, "Cheaply sir, you respond, doesn't mean that it's guaranteed or that you have control over where the source of that information is coming from."

The questioner sits back - everyone around the room nods in consensus and you continue with your
presentation. You think you've had a breakthrough - or have you?

As you continue your presentation - you look around the room to see who really has the power. You know the CEO is there, however since this is a committee, you know the CEO reports to another authority. You know the Chair, however, your 'gut' tells you that something is not as apparent. There's another player.

Another questioner asks, "Your price for this is obviously going to be higher than we budgeted. Just paying you to be here is costing us. Why should we continue to hire you?"

Again, you meet the questioner with a level gaze and answer, "Ma'am, you say, I can tell you that I'm the best. I can tell you I've had success with similar businesses. However, the bottom-line is what can be done with your business - here today. It is only through showing you that this can be accomplished. Does that make sense?"

Once again your questioner nods their head and the rest of the committee nods in unison. You believe that this presentation is going really well. Or is it?

It's time to wrap it up. You proceed to the finish line and ask, "Based on what is said here and the
responses - let's write this one up."

It's here that another question is brought up from someone you've never noticed before. However, as soon as she asks the question, all eyes are turned to her. She is the real force de majeure here.

She says, "Your presentation is sound. It has all the facts, gives logic, gives real emotion and actually
does a good job of presenting how this company can go about solving our real issues. In fact, all I have is one simple question: How do you know this is the most overwhelming issue at this company?"

You look at your questioner and respond, "Based upon the meetings with the CEO and in speaking with the Chair - these were the issues that were determined to be the most urgent. Should these not be the real issue at hand, I would like the opportunity to address the real issue. Can you tell me what the real issue is?

She sits straight in her chair and says, "The real issue is that I was never consulted. And although I know you have nothing to do with this - I was never consulted. I'm going to have to say, 'No' to this.

What happened?

You suffered the number one killer of successful negotiations - confidence mistakes.

Here are the 3 Key Confidence Mistakes:

1. Assumption that speaking with the CEO and Chair was where all the power lies. (This is typically correct, however, a simple question of, "Who else needs to hear this," will work in your favor).
2. Assumption that everyone nodding means that they agree. Nodding may just mean they are acknowledging what you say.
3. Assumption that by saying/doing everything right that you'll win. While saying/doing everything correctly will get you 98% there, there's the 2% factor called 'LIFE.'

Writer Sandy Lang hits The Lot, the Lowdown food truck (?a messy, delicious start?), Dobra Tea, Sky Bar, Curate, the Red Stag Grill, Rocky?s Hot Chicken, White Duck, the French Broad Chocolate Lounge, and the Admiral (?I?m almost dizzy with the meal?s flavors?in a good way?and we eat every forkful?).

Continuing our motor tour, we cruise over to the River Arts District and stop at White Duck Taco Shop in the Hatchery Studios. Opened in spring 2011, the small caf? is painted in pastel colors and has patio tables offering views of the railroad tracks and the French Broad River. In line, I hear a woman mention her penchant for the Bangkok shrimp tacos listed on the tall chalkboard menu, and we order those, too. The tortillas filled with shrimp, cucumber, and chili aioli are fresh and tasty, and I bet they?re a fine match for the Son of a Peach beer featured at the White Duck. We drive around a bit more before returning to park and walk the downtown blocks of shops and restaurants near Pack Square.

At the French Broad Chocolate Lounge, a three-story brick building with a blue-and-brown-striped awning, people are lining up for the handmade chocolate confections, cakes, and caramels. Inside, among the upholstered couches and chairs set in cozy groups and nooks, I meet Jael Rattigan, a young chocolatier who opened the store in 2008 with her husband, Dan. She tells me they are expanding the business and will be opening a ?bean-to-bar? chocolate factory this year on nearby Buxton Avenue. Though I?ve been scanning the neat rows of house-made truffles in the display case, I opt for Jael?s recommendation of the ?Indian Kulfi? drinking chocolate made with rose petals, pistachio, and cardamom melted with cream. In the lounge, I hold the petite mug made by a local potter, and I can?t get enough of the rich, chocolate treat.

11 reported injured in major fire in India

(AP) ? Hundreds of employees were evacuated Thursday from a seven-story government building as more than two dozen fire engines battled a major fire that raged for several hours in India's financial and entertainment capital.

At least people 11 were injured and hospitalized due to the fire at the Maharashtra state government headquarters in southern Mumbai, TimesNow television news channel reported.

Television images showed some people being taken on stretchers as the blaze and the billowing smoke engulfed building from the fourth floor upward. A strong sea breeze fanned the fire, which could be seen for kilometers (miles).

Firefighters used hydraulic platforms to evacuate trapped people, and two navy helicopters hovered over the building to pick up people from the rooftop.

The cause of the fire was not immediately known.

Some witnesses complained that the firefighters took almost half an hour to reach the site.

Microsoft: 'Amazing games coming to Windows Phone 8'

At its Windows Phone Summit Wednesday, Microsoft showed off its new mobile operating system and in doing so highlighted how Windows Phone 8 will bring some?big improvements to mobile gaming.

One of the primary points Microsoft wanted the developers,?tech pundits and, yes, gamers,?to take away from its presentation was the importance of gaming ?- and how Windows Phone 8 will make it easier to bring PC games to mobile phones.

Microsoft execs announced that Windows Phone 8 would use a native game development platform based on DirectX and showed off how, when Windows Phone 8 arrives in the fall, it will share a "common core" with the Windows 8 operating system for the PC.

As our own Wilson Rothman explains, what this means is that "under the hood,?the phone platform will look enough like a Windows PC to share common file formats, networking,?security protocols, IT?management tools and apps." All of this means that developers won't have to spend a bunch of time re-writing code and can, instead, quickly port PC games to Windows phones.

Middleware partners such as Havok Technology and Autodesk will support Windows Phone 8. And?Havok?s Andrew Bowell took to the stage Wednesday to explain that Windows Phone 8 games developed using the Havok?Technology Suite, will feature "immersive and real 3-D worlds, highly realistic characters and cinematic visuals."

Microsoft it trying hard to woo more developers to its smartphone platform ?- and understandably so. When it comes to the amount of apps available, Microsoft's current mobile operating system -- Windows Phone 7 ?- is signficiantly behind the Android and iOS platforms.

But?"amazing games are coming to Windows Phone 8," promises Microsoft's Kevin Gallo.

il faut utiliser Rom manager, t?l?charger un ancien recovery, ensuite, avec un explorateur tu vas dans sdcard/clockworkmod/download/ tu cherches le dossier du recovery t?l?charger et dans celui ci tu remplaces le .img du recovery par celui sur lequel tu veux boots et ensuite sur rom manager tu fais red?marre sur l'ancien recovery qui est en fait ton dualboot :)

WASHINGTON (AP) ? Ron Barber, who almost died in the Arizona shooting that wounded former Arizona Rep. Gabrielle Giffords, was sworn in Tuesday as a member of the House.

Barber is a Democrat who won a special election to succeed Giffords, his former boss.

He was shot twice, once in the face and once in the leg, in the January 2011 shootings in Tucson that left six dead and nearly killed his predecessor.

Barber defeated Republican Jesse Kelly, who narrowly lost to Giffords in 2010. Giffords was in Tucson during the campaign's final days to help her former district director.

Barber won about 52 percent of the vote while Kelly had 46 percent.

Both parties made claims about the significance of Barber's victory. Democrats cast the race as a referendum on Republican proposals for Social Security and Medicare. Republicans stressed that Barber's victory came after he emphasized his differences with President Barack Obama on health care and other issues.

Barber, in his maiden speech, paid tribute to his former boss.

He noted that he was standing "on the floor of the House in the very spot where five months ago, my friend and my predecessor Gabrielle Giffords bravely delivered her resignation from Congress.

"I thank the congresswoman for her vision and leadership and the inspiration she gives to our country."

Barber said he does not want to be driven by partisanship, and cited the example of the late Rep. Mo Udall, a Democrat, and the late Sen. Barry Goldwater, a Republican ? Arizona lawmakers who disagreed "but did so without being disagreeable." Barber said they came together many times for the good of the country.

Barber will serve for the remainder of Giffords' term, but will have to run again in November.

There are now 242 House Republicans, 191 Democrats and two vacancies.

UK: 'Arms' ship for Syria heading back to Russia

LONDON (AP) ? A Russian-operated ship said to be carrying military helicopters to Syria appears to have turned back after its British insurer removed coverage for the vessel, U.K. officials said Tuesday.

Britain's Foreign Office said the ship, the MV Alaed, changed course in Europe after news reports emerged about its alleged contents. Earlier, the Foreign Office confirmed it was aware that a ship carrying a consignment of refurbished Russian-made attack helicopters was heading to Syria.

The ship has "turned back now apparently toward Russia," Foreign Secretary William Hague told British lawmakers in Parliament. The vessel appeared to have been avoiding UK territorial waters and EU territorial waters, his ministry added.

"It is good news that the shipment of attack helicopters we've been tracking in the North Sea in recent days is heading away from Syria," British Prime Minister David Cameron said during the G-20 summit in Mexico on Tuesday. "But we will continue to work to stem the flow of weapons."

The news came after the U.K.-based insurer Standard Club said it removed insurance coverage for the ship owner when it became aware it was carrying munitions, a clear breach of its rules.

The BBC reported Tuesday that the ship was about 50 miles (80 kilometers) off the Outer Hebrides off the northwest coast of Scotland. The Foreign Office said it was heading toward the Netherlands when it changed course to avoid Dutch territorial waters and turned north.

Russian officials have not commented on the ship or its reported contents. The vessel's Russian operator, Femco, refused to comment Tuesday.

Russian President Vladimir Putin said at the G-20 summit that only the Syrian people have the right to decide whether their president, Bashar Assad, steps down.

Putin said Tuesday that not all Syrians want a change in leadership and that all parties need to negotiate a solution to end the bloodshed.

Britain has joined the United States and other countries in pressing Russia to halt arms shipments to Assad's regime. Opposition groups say more than 14,000 people have been killed since the Syrian uprising began in March 2011 with mostly peaceful protests. A ferocious government crackdown, however, led many to take up arms and the conflict is now an armed insurgency.

Syria is Russia's last remaining ally in the Middle East, and has been a major customer of Soviet and Russian weapons industries for the last four decades, acquiring billions of dollars' worth of combat jets, helicopters, missiles, armored vehicles and other military gear. Russia has also shielded Assad's regime from international sanctions over its violent crackdown.

The Foreign Office said Hague has told Russian Foreign Minister Sergey Lavrov that all defense shipments to Syria must stop.

"We are working closely with international partners to ensure that we are doing all we can to stop the Syrian regime's ability to slaughter civilians being reinforced through assistance from other countries," the Foreign Office said in a statement.

President Barack Obama said at the G-20 that China and Russia were "not aligned" with the U.S. and other nations on Syria but said both countries' leaders recognize the dangers of a civil war.

Obama met with Putin and Chinese President Hu Jintao on the sidelines of the economic summit. Syria was a top subject.

China and Russia have close ties to Syria and have vetoed two U.N. resolutions that mentioned the threat of sanctions against Assad's regime. China and Russia, however, did support an observer mission in Syria and a plan by special envoy Kofi Annan to end the violence.

Obama said Russia and China believe "everyone would be better served" if Syria had a mechanism for ceasing the violence."

U.S. Secretary of State Hillary Rodham Clinton issued a harsh reprimand to Russia last week, saying that Moscow "dramatically" escalated the crisis in Syria by sending attack helicopters there. The State Department acknowledged later the helicopters she accused Moscow of sending were actually refurbished ones already owned by the Assad regime, but Russia was clearly annoyed, and the spat further fueled tensions between the two countries over Syria.

It was not immediately clear whether the helicopters reported to be aboard the Alaed were the ones Clinton had been referring to.

Separately on Tuesday, Syria's government said it was ready to act on a U.N. call to evacuate civilians trapped in the rebellious central city of Homs for more than a week, but blamed rebels for obstructing efforts to get them out.

Maj. Gen. Robert Mood, chief of the U.N. observer mission in the country, has demanded that all warring parties in the conflict allow safe passage for women, children and sick people who need to leave the city and other combat zones.

Mood, speaking after briefing the U.N. Security Council during a closed meeting on the situation in Syria, said that questions about canceling the mission were premature and noted, "We are not going anywhere."

Activists said shelling and clashes between rebel fighters and troops in Homs continued unabated Tuesday, underlining the difficulty in organizing any sort of evacuation. Fierce shelling was reported on the rebel-held districts of Khaldiyeh and Jouret el-Shayeh and nearby areas. Troops backed by helicopter gunships were also bombarding the town of Rastan, north of Homs, which is controlled by rebels.

The Britain-based Syrian Observatory for Human Rights reiterated an urgent appeal for world leaders to intervene to stop the shelling that has trapped more than 1,000 families and "the systematic killings that the Syrian people in Homs are being subjected to."

A Syrian Foreign Ministry statement carried by state-run news agency SANA said the government has contacted the U.N. observer mission and local authorities in Homs to start efforts to bring out the trapped civilians.

"But the efforts of the U.N. monitors' mission failed in achieving this goal because of the armed terrorist groups' obstructions," the statement said, claiming that armed groups were using civilians as "human shields."

The Syrian government regularly refers to the rebels as terrorists.
