FHA Will Ease Condo Requirements Until 2014 | Chicago Real ...

fha condo regulations changesIn order to better serve the current housing market, the Federal Housing Administration (FHA) is easing some of its condo requirements until August 2014. Here?s a rundown on how the new requirements will affect Chicago real estate:

Requirement #1
No more than 15 percent of a condo?s units can be delinquent for 60 or more days on their association fees. The previous requirements only allowed condo owners to be delinquent for 30
days.

The FHA will restrict financing to condominiums that have at least 50 percent of their units occupied, and will offer no financing for condo developments with more than 15 percent of their units in serious delinquency.

Requirement #2
For units completed more than a year ago, half of the units in a condo development must be owner-occupied.

Requirement #3
Previously, one investor was not permitted to own more than 10 percent of a condo?s units. Now investors can own up to 30 percent of units.

While the passing of these guidelines has caused some opposition and controversy, the FHA has stood by its decision and hopes that the new requirements will enable more Americans to purchase a condo. More Americans purchasing condos means home sales will increase as well, which will boost the overall economy.

MINNEAPOLIS (AP) - Miguel Cabrera's line drive home run in the eighth inning against Minnesota moved him into a tie with Texas star Josh Hamilton for the AL lead, bringing the first triple crown since 1967 that much closer to reality.

The blast may have been even bigger for Detroit's playoff chances.

Cabrera's home run gave the Tigers a five-run cushion they would end up needing and Justin Verlander struck out eight in seven innings in a 6-4 victory over the Minnesota Twins on Saturday that gave them a two-game lead in the AL Central.

Cabrera's blast in the eighth inning off Casey Fien was his 43rd home run for the year. He also leads the AL in batting average (.327) and RBIs (136) as he looks to become the first player since 1967 to lead the league in all three categories.

"It's unbelievable what he's done this year," said Verlander, the reigning AL MVP who was wearing a dark blue t-shirt with the message "Keep the MVP in the D" and Cabrera's name on the front. "It's amazing to me how he keeps getting better. He's already the best hitter in the game and he keeps taking it to another level."

Verlander (17-8) allowed four hits and one unearned run to drop his ERA to 2.64 for the Tigers, who had to sweat out another close one.

Cabrera's homer proved to be a big one after Ryan Doumit hit a grand slam off of Joaquin Benoit in the eighth.

Al Alburquerque helped the Detroit bullpen do what it couldn't do against the lowly Twins on Friday night - finish the game. Jose Valverde picked up his 33rd save. Prince Fielder and Andy Dirks also went deep for Detroit.

Chicago lost to Tampa Bay 10-4 moments before the final out of the Tigers game.

"I want to talk about the team," Cabrera said respectfully. "There's too many distractions right now and been talking too much about triple crowns. I pull too much attention. I don't want to do that. I want to go out there and play my game."

P.J. Walters (2-5) gave up two runs on four hits with five strikeouts in five innings for the Twins. Joe Mauer went 0 for 3 with two walks, dropping his average to .320.

One day after Detroit lost a game of cushion to the White Sox when reliever Brayan Villarreal couldn't find the plate in the eighth inning of a 4-2 loss to the lowly Twins, Verlander came out determined to make sure the Tigers kept the pressure on Chicago.

"That was a huge game for us," manager Jim Leyland said. "You look at the scoreboard and see the White Sox most likely are going to lose. That's a game you've got to win."

With a free and easy delivery, the right-hander kept his fastball at 93 or 94 mph while keeping the Twins off balance with an array of off-speed pitches. He started to ramp things up in the fourth when he blew Justin Morneau away with consecutive fastballs of 98 and 99 and hit 100 later in the inning.

It wasn't just Verlander's dazzling stuff that gave the Twins hitters problems. The afternoon shadows at Target Field make it very difficult for hitters to pick up the ball coming out of the pitcher's hand and often contributes to slow days for the offense.

That appeared to be the case early for Cabrera as well, who was befuddled by Walters. The slugger struck out in his first two at-bats and flew out to right in his third. Cabrera entered the day leading Mauer by five points in the batting race, Hamilton by eight in the RBI race, but trailing Hamilton by one in homers.

So will he be watching Hamilton down the stretch?

"I'll let you guys keep Hamilton in your eyes," Cabrera said. "I'll go to the hotel and get some breakfast tomorrow and try to win tomorrow."

The bigger prize, of course, is the division title. Neither the Tigers nor the Sox will qualify for one of two wild cards in the American League, so their only way in is through the division door.

"The last couple weeks, there's too much attention right now," Cabrera said of the triple crown. "I don't like too much of that stuff. But it's always good. You've got to feel comfortable with that. You've got to feel positive and be ready to play."

NOTES: Verlander left with nobody out in the eighth after Denard Span reached on an error, marking just the fourth time all season he's been taken out in the middle of an inning. ... One night after making a costly error late in a 4-2 loss to the Twins, Fielder was sharp at 1B, making a quick decision on a hot grounder from Jamey Carroll in the fifth. Fielder threw to third base and Cabrera chased Trevor Plouffe down to get the lead runner. ... Plouffe snapped an 0-for-18 skid with a double in the fifth inning. ... The Tigers will send RHP Anibal Sanchez (4-6, 3.95) to the mound for the series finale against Twins RHP Liam Hendriks (1-8, 6.09). Sanchez is coming off of his first shutout in more than a year, a three-hitter against Kansas City that put the Tigers into a tie for first place.

It is Soap Dish time agan my friends and this week I am all about the Joshua Morrow backlash. Also on display from EW is this limited edition Bat Cowl packaging which will be available at launch. Shares edge higher, euro flat ahead of Spain budget

LONDON (Reuters) - European shares reclaimed some of the previous day's sharp losses and the euro steadied on Thursday, amid hopes Spain's budget could nudge Madrid towards a rescue program and allow the ECB to launch into a new bond-buying plan.

Euro zone worries have roared back into focus over the last week as the feel-good factor of recent central bank stimulus has given way to renewed uncertainty over Spain's willingness to submit to a politically painful rescue program.

European shares <.stoxx><.fteu3>, which suffered their biggest one-day fall since late July on Wednesday after violent anti-austerity clashes and bailout doubts rattled markets, had clawed back 0.4 percent by 0930 GMT, helping keep global stocks <.miwd00000pus> in positive territory.

It followed rising Chinese equities that had pushed Asian stocks <.miapj0000pus> 1 percent higher and came despite a surprise drop in euro zone economic confidence data.

London's FTSE 100 <.ftse>, Paris's CAC-40 <.fchi> and Frankfurt's DAX <.gdaxi> were up between 0.2 and 0.5 percent. But Madrid's IBEX <.ibex> was down 0.5 percent, with nervous eyes trained squarely on Spain's spending cut plans due later.

"The Spanish budget and whether that is linked to a request for aid is what everybody will be looking at today," said Aline Schuiling at ABN Amro.

"Mr Rajoy appears to be trying to resist making the request but, as we have seen, the yields are back above 6 percent and I think the markets certainly have the power to force his hand."

Spanish Prime Minister Mariano Rajoy's government will lay out budget figures and new spending cuts from 1200 GMT in what is set to be a busy two days in Madrid.

New stress tests on Friday will also spell out how much more money will be needed to strengthen its shaky banking sector and it also faces the prospect of possible sovereign downgrade by ratings firm Moody's.

BOND LULL

Protests in Spain and Greece against austerity measures had roiled markets on Wednesday, sending 10-year Spanish bond yields back above the 6 percent threshold.

Bond markets were largely steady ahead of Rajoy's budget. Spanish yields were slightly lower at 6.08 percent while German Bund futures were flat at 141.52 following solid gains in previous sessions.

"Nothing that I read on Spain says to me that they're going to do the budget and then they're going to apply for aid straight away," one trader said.

"And whatever numbers they put up, I would be skeptical about them. The whole of Europe seems to think that we're going to return to growth next year, which I think is questionable."

Conscious that seeking help from EU partners would carry conditions for budget savings that would be unpopular at home, Rajoy has said he is not sure if a bailout is needed and has made clear he is in no hurry to ask for one.

Loans to euro zone firms fell more than expected in August, new ECB data showed, while the European Commission's monthly economic sentiment survey also disappointed economists by registering another sharp fall.

Oil prices were little changed as renewed worries over supply disruptions from the Middle East, in particularly due to anti-Israeli and anti-Western comments from Iran, helped keep Brent futures above $110.

Moves in currency markets were also limited. The euro, which has lost more than 1.6 percent over the last two weeks, was flat on the day at $1.2850.

The dollar was a touch lower at 77.70 yen, inching back towards a seven-month low of 77.13 yen hit on September 13, the day the Federal Reserve announced a new round of monetary stimulus.

"In this environment, unless there is news of a Spanish bailout, I think the momentum is for a weaker euro," said Mitul Kotecha, head of global foreign exchange strategy for Credit Agricole in Hong Kong.

A bailout request by Spain could change the picture, but that does not appear imminent, he added.

"I think eventually we'll crack through the 200-day moving average and move lower, with the euro/dollar likely to test below the $1.28 level," Kotecha said.

In Virginia, Romney blames Obama for potential defense cuts

SPRINGFIELD, Virginia (Reuters) - U.S. Republican presidential candidate Mitt Romney, lagging behind in polls, squared off against rival President Barack Obama on Thursday over potential defense cuts that could kick in early next year.

Speaking in the suburbs of Washington which are home to thousands of defense jobs, Romney blamed Obama for the proposed $1.2 trillion that is set to be cut from Pentagon spending as part of a deal Obama made with Congress in the summer of 2011.

Known as "sequestration," the mandatory cuts in defense and other areas were agreed on by the White House and Republicans in Congress last year in a deal to raise the U.S. debt ceiling.

"It's a strange proposal in the first place, it's even stranger that it's being put in place," Romney told a crowd at the American Legion in Springfield.

The obligatory cuts are due to begin in January if the two parties in Congress cannot agree on budget savings.

"How in the world as commander-in-chief you can stand by as we shrink our military commitment financially is something I don't understand, and I will reverse it," Romney said.

The former Massachusetts governor was speaking only a few miles from the Pentagon in Virginia, a swing state in the November 6 election.

He said that the defense cuts would cost Virginia 136,000 jobs if they go through, and he blasted Obama for what he said was an "unthinkable" cut to America's military strength.

With 40 days until the election and early voting already underway in some key states, Romney took shots at Obama over second-quarter gross domestic product numbers that were revised downward Thursday morning.

The Republican compared Russia's economic growth to that of the United States, which experienced 1.3 percent growth in the second quarter, and said it was evidence that the economy is a national security issue.

"1.3 percent versus Russia at 4 percent. China at 7 to 8 percent," Romney said. "We're at 1.3 percent. This is unacceptable. It is not working," he said.

Shifting gears! Plan to elevate Bridge Park velodrome makes room ...

A $40 million indoor bike track in Brooklyn Bridge Park will offer more space for other sports after critics bashed project backers for only catering to a niche group of cyclists.

Under the new plan, designers will raise the velodrome to create an eight-foot-tall ground-floor space that accommodates teams and community groups near Pier 5.

The plan adds 3,000 extra square feet of recreation space ? slightly smaller (and far shorter) than a high school basketball court ? which is perfect for activities such as yoga, pilates, and weight-lifting, project supporters say.

?We discovered an overwhelming demand for diverse recreation,? said the project director Greg Brooks. ?It?s a tremendous opportunity for the community.?

Some Brooklynites cheered the still-in-the works plan, saying it?s a creative way to make the most of the site.

?It?s a really imaginative way of maximizing space,? said Larry Weiss of Brooklyn Friends School, who said his students would likely use the new, low-ceilinged space for activities such as gymnastics and fencing.

Some critics say the new recreation area will still cater primarily to practitioners of niche sports, while others cited concerns about traffic in nearby neighborhoods, saying streets will be backed up unless parking spaces are added.

?Parking is not part of the plan; it raises questions about how people are going to get there,? said Jane McGroarty.

The new proposal comes after bike-boosting philanthropist Joshua Rechnitz announced he would give the largest-ever park donation in the city?s history to build a year-round recreational facility where people of all ages can rent and race fixed-gear bikes.

Rechnitz did not return calls seeking comment on Monday ? but Brooks said project backers had met with more than 50 organizations to discuss the plan, adding the facility could prompt a cultural shift in the way the city enjoys and defines year-round recreation.

The facility will feature ?drop in? cycling for all ages ? for $10 to $32 ? and be open to summer camp and after school programs and feature about 1,200 spectator seats.

At a Brooklyn Bridge Park Community Advisory Council meeting on Monday, some panel members said they would not support the project until representatives present a formal rendering and proposal.

?We need a full opportunity to go through this in detail,? said project opponent Peter Flemming.

But others ? even some of the harshest critics of public-private partnerships ? called the new plan a big win for Brooklyn.

?It sounds great; more recreation is what we need,? said park advocate Roy Sloane.

(AP) ? Campaign politics shadowing every word, President Barack Obama will step before the world and declare that anti-American rage and riots among Muslims abroad will never force the United States to backtrack on diplomacy.

In his final international address before the November election, Obama on Tuesday has a United Nations stage afforded to presidents, not presidential challengers. He will use it to try to boost his political standing without mentioning his opponent.

Obama's comments to the General Assembly will be scrutinized around the globe and by the gathering of presidents and prime ministers in the famed United Nations hall, given the tumult, terrorism, nuclear threats and poverty that bind so many nations. He will respond to unrest in the Muslim world and seek to underscore U.S. resolve in keeping Iran from developing a nuclear weapon.

Yet, were there any doubt that the U.S. presidential campaign hung heavy over Obama's speech to the General Assembly, Republican rival Mitt Romney shredded it by assailing Obama's foreign affairs leadership on the eve of the president's speech.

"This is time for a president who will shape events in the Middle East, not just be merciful or be at the mercy of the events," Romney said Monday. Focusing on the killing of the U.S. ambassador in Libya and mass bloodshed in Syria, Romney repeatedly ridiculed Obama's comment that nations moving toward democracy after the Arab Spring face "bumps in the road."

That prompted White House spokesman Jay Carney to fire back at Romney: "There is a certain rather desperate attempt to grasp at words and phrases here to find political advantage, and in this case that's profoundly offensive."

Obama's activities at the United Nations said plenty, too: There are not many of them. Campaigning is his imperative.

He is skipping the private meetings with key allies that a U.S. president typically schedules when the whole international community comes to New York. The president will spend only 24 hours in New York in total this time, and he spent some of it Monday to appear on "The View," giving a talk show interview intended to sell his election pitch to a big TV audience.

The dominant theme of Obama's U.N. speech, according to his aides and Obama's own recent words, will be to underscore his response to the protests raging in places across the Middle East and North Africa. As he has for days, Obama will condemn the violence, defend democratic principles of free speech and promise no U.S. withdrawal of outreach.

Much of the growing ire is aimed at the United States because of an anti-Islam film produced in this country, but the White House has now deemed the attack on its consulate in Libya a "terrorist attack" and has not ruled that it was premeditated. Four Americans, including ambassador Chris Stevens, died in what Obama now says "wasn't just a mob action."

Obama noted in the TV interview Monday that many Libyans have protested the extremist strains in their nation.

"Part of the message for us is that the overwhelming majority of Muslims, they want the same things that families here want," Obama said. "They want opportunity. They want jobs. They want peace. ... We're going to stay engaged. Because ultimately, over the long term, our security is going to be tied up with the success of these countries."

In a preview of Obama's speech, Secretary of State Hillary Rodham Clinton appealed for Muslims to show "dignity" as they protest the film denigrating the Prophet Muhammad.

"Dignity does not come from avenging insults," she said in a speech to her husband's Clinton Global Initiative. Romney and Obama were to speak there as well on Tuesday.

The secretary of state was also standing in for Obama. She saw the presidents of Afghanistan, Egypt, Libya and Pakistan. She was due later in the week to meet with Israeli Prime Minister Benjamin Netanyahu and Palestinian leader Mahmoud Abbas.

For U.S. presidents, the yearly United Nations address is always laced with domestic politics even though the speeches are scripted without campaign references. Wars and the failed attempts at Mideast peace have dominated in recent years.

Romney's campaign made the campaign linkage directly Monday.

"On the eve of his United Nations address, President Obama's foreign policy is in disarray," spokesman Ryan Williams said. "As president, Mitt Romney will repair our relationships abroad and create a safer, more secure nation."

Polling shows Obama has a clear edge over Romney when voters are asked who they think is a stronger leader and would better protect the country.

Suu Kyi visit a homecoming for many in Ind. city

FORT WAYNE, Ind. (AP) ? Eight thousand miles separate southeast Asia from the American Midwest, but when Myanmar democracy leader Aung San Suu Kyi visits an Indiana city on Tuesday, it will be a kind of homecoming.

Fort Wayne, home to one of the United States' largest Burmese populations, has become an unlikely base for opposition to the country's former military regime.

Here, Suu Kyi's followers meet regularly, criticizing what's happening in their homeland through Voice of America broadcasts and YouTube videos, lobbying Congress for continued economic sanctions and raising money for the opposition in Myanmar, also known as Burma.

"They cannot talk in there, so we talk for them here," said Thiha Ba Kyi, 57, a former dentist who earned an MBA after coming to the U.S. in 1994 and now hosts a weekly Burmese-language talk show on local television. "We are very staunch and very outspoken. ... I believe that's why Suu Kyi come here."

The visit by the 67-year-old Nobel laureate, who spent 15 years under house arrest for opposing military rule, marks the zenith of a two-decade influx of Burmese refugees that has brought a new global awareness to the city of 256,000 people two hours north of Indianapolis.

Since 1991, when a single Burmese refugee resettled here, thousands more have followed, many of them relocating under a federal program after years in refugee camps in Thailand. They join other political refugees from a host of countries who have made the city a second home since the fall of Saigon in 1975, thanks largely to the help of Catholic Charities.

The 2010 census found 3,800 Burmese in Allen County, where Fort Wayne is located, but Fred Gilbert, a retired welfare worker who now runs a website designed to help immigrants adjust to American life, says the number may be actually be a few thousand higher because some Burmese identify themselves by ethnic origin rather than nationality.

Many of those residents plan to turn out when Suu Kyi speaks to a crowd expected to number more than 7,000 Tuesday at Memorial Coliseum. The visit is part of a 17-day trip to the U.S. during which she has met with President Barack Obama and received the Congressional Gold Medal.

Signs welcoming her have shown up throughout the city. Local students gathered recently to make flags depicting the fighting peacock that appears on the flag of Suu Kyi's National League for Democracy party.

"She is the hope for the people," said Ba Kyi, who now works for Anthem Blue Cross and Blue Shield and helps the Burmese opposition in exile. "She can bring democracy again in Burma."

For many of the city's Burmese residents, Suu Kyi's visit will be the first tangible connection in years, even decades, with the homeland some hope to return to one day.

Many, like Ba Kyi, left behind careers when they fled their homeland and learned new skills to get a job. U Tun Oo, who chairs the local welcoming committee for Suu Kyi's visit, was elected to parliament in the 1990 election won by Suu Kyi's party that was nullified by the military regime and served as finance minister for the elected government in exile.

"I'm finance minister in the jungle," he said with a laugh. "Jungle minister."

Now Tun Oo, who was a construction engineer in Asia, works in a Fort Wayne factory. When he's not working, he heads the local branch of Suu Kyi's party.

"We see people who were university professors and members of parliament who are very accomplished who are doing all kinds of work," said Tom Lewandowski, president of the AFL-CIO's are labor council. "They'll do what it takes to get by."

Refugees qualify for federal government assistance, but Meghan Menchhofer, a staffer at the Burmese Advocacy Center, said while many newcomers rely on food stamps, only a handful accept cash welfare. The center, which is funded by federal grants and private donations, helps refugees find jobs and homes and navigate issues from laws and customs to getting a driver's license.

"It was different. Vastly different. I knew very little English," said May Ayar Oo, 26, who came to the U.S. at age 16. She graduated in the top five in her high school class and now works as an engineer while attending graduate school.

Patrick Proctor, a member of the board of directors at the Burmese Advocacy Center, said some people in Fort Wayne harbor a negative stereotype of the Burmese who live there. About two years ago, some of that prejudice came to light when a worker at a coin-operated laundry posted a sign barring Burmese "for sanitary reasons," apparently a reference to some people's habit of spitting out the residue from chewing betel nuts.

But many of the city's Burmese seem to have found their way. Burmese-run businesses have popped up across the city, and both the valedictorian and salutatorian at a local high school this year were Burmese.

Former Buddhist monk Nai Sike, 48, and his wife operate a Burmese grocery, one of several in town.

Sike said he would like to stay in the United States because of his business, but he might go back to visit Myanmar. Like the other Indiana Burmese, he is excited about Suu Kyi's visit.

"It's good she's coming here, because of democracy," he said through a translator.

Those attending Tuesday's speech will be eager to hear Suu Kyi's views on sanctions toward Myanmar. Since her release in 2010, she has joined hands with members of the former ruling junta that detained her to push ahead with political reform. She is under pressure from Myanmar President Thien Sein's government to press the U.S. to remove the restrictions.

Ba Kyi wants to be a part of the change Suu Kyi is expected to bring. He said he wants to teach his people, who have no experience of freedom, what democracy is about.

"I would like to move back," he said. "Hopefully, they'll need educated people who have experience in a democratic country."

Outdoor Tools and Equipment ? You Actually Need Very Little ...

If you go to a typical home and garden store, you may get the impression you need dozens of tools to keep your home in good shape. After all, there are literally thousands of outdoor tools and other pieces of equipment for sale. Well, you simply don?t.

I love to do small jobs that make a big difference. Granted, some big repairs can?t be avoided, but I am going to give you what is probably considered the three most basic outdoor improvements you can make with the biggest return, and they require very few outdoor tools or no equipment.

Spruce Up Your Yard

1. Edging. With a decent manual or power edger, you can make your yard look noticeably nicer in just a few minutes. Edging your sidewalks and driveway is one of those things that is so simple, yet makes such a great visual improvement. Clean lines make a whole yard look cleaner and crisper, and the only thing you?re doing is clipping blades of grass in a straight line!

Tools needed? A lawn edger. And you can spend as little as $ 20 or up to $ 400 for a new one. For twenty bucks and about 10 minutes, your yard can look much more manicured than ever before.

Better yet, buy a weed whacker that can both edge your walks and driveway and also trim high grass along fences and brick work. It?s that easy.

2. Weeding and Trimming. Another yard-sprucing-up technique is simple weeding and trimming. When you hear this, you may question the word ?simple? as you conjure up negative pictures of big, time consuming jobs. But, actually, if a little weeding and trimming happens each week, you very seldom, if ever need to experience long, hard work.

The key is to do a little bit a lot of times. Yep. That?s the key. When a yard or landscaping bed is overgrown with weeds, you?re in for some work, but if you pull just a few weeds out each week, there are far less to pull, and they come out easily because they haven?t had time to grow deep, tough roots.

Trimming can also be easy if you don?t let hedges, bushes and trees get out of control. It?s amazing how the identical home can look amazingly better with well trimmed bushes and shrubs. It not only makes your landscaping look better, it makes the whole house look better. Well maintained landscaping somehow transfers to the actual house. It?s that simple.

Tools needed? Not much. There are a few variations on the standard hand-tool weeder, and you can spend as little as $ 5 and up to $ 30. Newer ?twister? designs and even stand-up designs with foot plungers make weeding easier, and will cost you just a little more.

For trimming, you have a whole host of options, but you don?t have to spend a lot. Basic pruners and clippers are inexpensive, and again, the key is to keep on top of the growth.

De-Clutter Your Yard

I?ve always been amazed how the beauty of a property can be improved by simply keeping it clean and clutter free. Garden hoses, yard knick-knacks, and other stuff lying around makes a yard look cheap and poorly maintained. Even simply sweeping or blowing away leaves, clippings and other debris makes a driveway, garage floor or sidewalk surprisingly more beautiful in just moments.

Tools Needed? Well, you might invest in a decent quality gas blower. I did almost 20 years ago (won?t mention the brand, but my father-in-law convinced me to buy good quality and I?m really glad I did.)

Even if I barely move anything in my garage, just taking two minutes to blow out dust and leaves off the garage floor makes the whole thing look better. And taking three minutes to blow the grass clippings and other stuff off my driveway and sidewalks does the same thing. A good blower can cost you $ 300 or more, but like I mentioned, I?ve had mine for twenty years and I love it.

Other than a blower, de-cluttering your yard just requires you and maybe a broom. And, as you can see from above, edging, trimming, weeding and basic de-cluttering takes surprisingly little investment by way of outdoor tools and equipment, so save your money, consistently put in little bits of labor, and you will keep your yard both beautiful and inviting to everyone passing by.
